CONSULTANCY SERVICES TO PROVIDE ONCE-OFF BUG FIXING AND TWO-YEAR SUPPORT FOR SAGE X3 PEOPLE HUMAN RESOURCES SYSTEM

The Botswana Communications Regulatory Authority (BOCRA/ the Authority) hereby invites experienced and reputable local and international companies to tender for Consultancy Services to Provide Once-Off Bug Fixing and a Two-Year Support for Sage X3 People Human Resources System.

In order to be considered for the tender, local bidders/companies must be registered with the Public Procurement and Asset Disposal Board (PPADB) in the following categories.

Code 120: ICT Technical Support Services
Subcode 01: Systems Development Services and Maintenance Services

International companies are exempted from registration with the PPADB.

Preferences will be offered to wholly owned citizen owned, majority citizen owned and minority citizen owned services providers.

For foreign companies, preference shall be given to companies who undertake to enter into joint venture with or sub-contract portions of the work to citizen companies. Foreign-owned companies shall be required to sub-contract up to 30% of the contract to 100% citizen owned companies.

Youth owned companies in Botswana shall purchase the ITT at 50% of the purchase price as per Presidential Directive CAB 14 (B)/2015.

The Invitation to Tender (ITT) document may be purchased at the BOCRA Head Office by interested companies at a non-refundable fee of P280.00 (Two Hundred and Eighty Pula) VAT Inclusive. Payment must be made in the form of bank transfer or deposits to the following bank details:

Public Notice - AVAILABILITY OF NEW BW DOMAINS

BOCRA, as the Registry of the (.bw) domains, would like to notify the public that following the stakeholder consultation in September 2020, new domains have been introduced into the .bw domain namespace. The (.bw) domain names are identifiable with Botswana, safe and secure. In addition, the Authority provides anti-phishing and 360 Brand monitoring. The new domains, listed below, will be introduced with effect from 1st March 2021:

  • shop.bw

shop.bw domain name provides an opportunity to facilitate growth of the e-commerce market. The shop.bw will provide end users with assurance and confidence that they are buying from reputable and registered shops in Botswana. Only licensed shops in Botswana will be allowed to register shop.bw domain name.

  • agric.bw

agric.bw domain names are intended to facilitate market access for farmers and are reserved for companies involved in trading of agriculture products. Only Agric companies can register agric.bw domain name.

  • me.bw

me.bw gives an individual a unique identity and helps people to build personal brands online. With me.bw, your name can be used as your domain name as shown: <namesurname.me.bw>. There is no domain extension more personal than me.bw!

The above domains will be made available to all accredited Registrars effective 1st of March 2021. Please note that new domains are not any different from existing domains and are regulated and governed by .bw domain Policies.

PUBLIC NOTICE - Invitation to Stakeholders for Input on a Draft Campus Radio Licensing Framework

The Botswana Communications Regulatory Authority (BOCRA or the Authority) is a statutory body established under the Communications Regulatory Authority Act [CRA Act No. 19 of 2012] with the responsibility for the regulation of the communications sector in Botswana, comprising telecommunications, Internet and Information and Communications Technologies (ICTs), radio communications, commercial broadcasting, postal services and related matters.

In 2020, the Authority invited stakeholders to make written input to the Campus radio Licensing Framework discussion paper. The Authority considered the comments and consolidated them into the discussion paper of the draft framework. A stakeholder’s consultation workshop was then held to provide oral submissions and explain the written submissions. A consolidation of the same was done and the Authority developed a Draft Licensing Framework. The Authority invites stakeholders to make input to the Draft Campus Radio Licensing framework for consideration. 

The deadline for submissions is on the 24th February 2021 at 17:00hrs.

BOCRA will consolidate all written submissions to finalise the Framework.

BOTSWANA COMMUNICATIONS REGULATORY AUTHORITY PENALTY FRAMEWORK
  • Licence holders under the Communications Regulatory Authority (CRA) Act are hereby advised that the Botswana Communications Regulatory Authority (The Authority) has since completed a Penalty Framework to be used as a guide in imposing civil penalties in line with the CRA Act.
  • The Penalty Framework is intended to assist the Authority to be objective, transparent and consistent when imposing said penalties. The Authority therefore wishes to make its regulated sector conscious of what is expected of them, thus ensuring clarity.
  • Consequently, the Authority invites all Internet Service Providers (ISPs) and Radio Frequency Licensees and Commercial Postal  Operators (Couriers), to attend virtual meetings to be held via Microsoft Teams either on the 18th   or 19th of February 2021 at 10:00 hours. CALL FOR SUBMISSIONS: WORLD SUMMIT ON THE INFORMATION SOCIETY (WSIS) PRIZES 2021 CONTEST

The World Summit on the Information Society (WSIS) has opened a call for submissions of WSIS related projects to the contest for WSIS Prizes 2021. The contest is open to entities representing Governments, Private Sector, International and Regional Institutions, Civil Society and Academia. 
The WSIS prizes contest was developed to create an effective mechanism to evaluate and recognize individuals ,governments, civil society, local, regional and international agencies, research institutions and private-sector companies for outstanding success in implementing development oriented strategies that leverage the power of Information and Communications Technologies (ICT’s) as an enabler of the development.

The WSIS 2021 contest serves to identify and showcase the success stories across the WSIS Action Lines defined in the Geneva Plan of Action and Sustainable Development Goals. For more information about WSIS visit : https://www.itu.int/net4/wsis/stocktaking/prizes/2021/
To submit projects, stakeholders are requested to complete the submission form for WSIS Prizes 2021 online at the following link: www.wsis.org/prizes .

The closing date for submission is 25 January 2021. All entities submitting their projects for the WSIS Prizes 2021 are also required to submit via email, a summary of the project submission to BOCRA for filing purposes.  

The five (5) phases of the contest are as follows:

 •    Phase I: Submission phase: 5 November 2020 – 25 January 2021 (Deadline for last submission: 23:00 Geneva time)

 •    Phase II: Nomination Phase: 1 February – 26 February 2021- Revision of submitted projects that will result with a list of 360 nominated projects, twenty (20) projects per Action Line Category (18).

 •    Phase III: Public online voting: 1 March – 31 March 2021 (Deadline for casting last vote: 23:00 Geneva time); (identification of five projects per category with the highest number of votes)

 •    Phase IV: Selection Phase: 25 January 2020 – 7 February 2020; Selection of winning projects by the ITU Expert Group

 •    Phase IV: Selection 1 April – 12 April 2021 Selection of winning projects by the ITU Expert Group that will result with a list of winning projects

 •    Phase V: Prize Ceremony: 18 May 2021: Public Announcement of winners during WSIS Prize 2021 Ceremony at WSIS Forum 2021, and the release of publication “WSIS Stocktaking: Success Stories 2021”, which is a compilation of extended descriptions of the 18 winning projects and 72 champion projects.

CRASA - Administration Assistant

ADMINISTRATION ASSISTANT 

The Communications Regulators’ Association of Southern Africa (CRASA), based in Gaborone, Botswana, is a consultative association of Information and Communication Technology (ICT) and Postal Regulatory Authorities in the Southern African Development Community (SADC) region. As an Implementing Agency of SADC, the focus of CRASA is to harmonise the ICT and Postal Regulatory frameworks in the region. To achieve its mandate, CRASA works closely with SADC Secretariat and other international organisations and organises various regional events that bring together experts, policymakers, regulators, and services providers in the field of ICT and Postal sector policy and regulation. 
CRASA wishes to appoint an Administration Assistant(C2), who must be a citizen of Botswana, to serve on a fixed-term contract of four (04) years:

1. Main Purpose of the Position

To provide administrative and support services to the CRASA Secretariat.

2. Duties and Responsibilities

  • Office Administration
  • Coordinating office activities and operations to secure efficiency and compliance to CRASA policies.
  • Keep stock of office supplies and place orders when necessary.
  • Manage agendas/travel arrangements/appointments etc. for CRASA Secretariat staff.
  • Oversees the reception area to ensure effective telephone and mail communications both internally and externally to maintain professional image.
  • Responsible for ensuring timely and accurate data entry and processing in the company’s ERP, Time & Attendance, and Financial systems.
  • Coordinates with vendors and outside services to ensure timely delivery and completion of materials and services, and to obtain timely quotes from multiple sources.
  • Oversee procedures for retention, protection, retrieval, transfer, and disposal of records.
  • Negotiates the purchase of office and production supplies, materials, equipment, and services in accordance with company purchasing policies and budgetary restrictions.

3. Maintenance

  • Identify and facilitate any fault finding and repairs (where appropriate) to office assets and facilities.
  • Ensure that the Secretariat offices are maintained and in general good condition.
  • Always facilitate the maintenance and safety of the fabric of the building and facilities.
  • Be familiar with all aspects of the general building operation including maintenance schedules, general services, health and safety regulations.

4. General

  • Provide effective stakeholder engagement and answer general enquiries from staff, contractors & visitors etc., by phone, online or in writing as appropriate and in line with applicable CRASA policies.
  • Carry out any further duties commensurate with the role.

5. Relevant Qualifications and Experience

Education 

  • Certificate in office administration or relevant field is preferred. 
  • Qualifications in secretarial studies will be an advantage.

Experience

  • At least 2 years of previous experience in office management or office administration.

6. Core Competencies and Skills 

  • Strong Organisational skills.
  • Excellent communication skills.
  • Collaboration Skills.
  • Familiarity with office management procedures and basic accounting principles.
  • Dedicated and flexible with a ‘can do’ approach to working, a team player.

  • Facilitate the management and promotion of fair and sound Labour Relations at CRASA Secretariat.
  • Manage special programmes such as HR Planning, Employee Health and Wellness (EHWP)
  • Manage organisational performance management system.
  • Review, interpret and implement HR policies and procedures.
  • Provide advisory services to management on HR matters.

3. Governance People Management and Leadership

  • Supervise the Administrative Assistant and ensure the office administration function is effectively implemented.
  • Monitor compliance to all HR related legislation.
  • Attend to all HR related audit matters.
  • Monitor and review HR risk plan.
  • Ensure a positive and constructive working environment and culture at CRASA Secretariat

4. Regulatory Capacity- building

  • Assist in the identification of capacity-building needs and opportunities for Members
  • Provide administrative and technical   support towards development of need-specific capacity-building initiatives targeted at members.
  • Facilitate administrative processes involved in conducting the actual capacity-building activities

5. Relevant Qualifications and Experience

Education: 

  • Diploma in Human resources Management, Industrial Relations or equivalent is a minimum requirement.

Experience:

  • 3 years’ experience as HR Generalist/Practitioner
  • Experience in Office Administrations is an added advantage

6. Core Competencies and Skills

  • Planning and organisational skills
  • Appreciation of Change Management principles and practices
  • Conflict handling/ negotiation skills
  • Strong interpersonal skills, excellent communication, and reporting capability
  • Ability to manage tight deadlines and heavy workload.
