BOTSWANA COMMUNICATIONS REGULATORY AUTHORITY
TENDER NO: BOCRA/PT/009/2021.2022
PROVISION OF STATUTORY EXTERNAL AUDIT SERVICES TO BOTSWANA COMMUNICATIONS REGULATORY AUTHORITY (BOCRA), UNIVERSAL ACCESS AND SERVICE FUND (UASF) AND COMMUNICATIONS REGULATORS’ ASSOCIATION OF SOUTHERN AFRICA (CRASA)
The Botswana Communications Regulatory Authority (BOCRA/ the Authority) hereby invites experienced, reputable domestic companies who are registered with Botswana Accountancy Oversight Authority to tender for the Provision of Statutory External Audit Services to Botswana Communications Regulatory Authority (BOCRA), Universal Access and Service Fund (UASF) and Communications Regulators’ Association of Southern Africa (CRASA).
Bidders must be registered with the Public Procurement and Disposal Board (PPADB) in the following categories;
Code 314: Finance Related Services
Subcodes 06: Auditing services
or 07: Accounting Services
Youth owned companies in Botswana shall purchase the ITT at 50% of the purchase price as per Presidential Directive CAB 14 (B)/2015.
The Invitation to Tender (ITT) document should be purchased by interested companies at a non-refundable fee of P171.00 (One Hundred and Seventy One Pula) VAT Inclusive. Payment must be made in the form of bank transfer or deposits to the following bank details:

Tender documents shall be issued upon provision of Proof of Payment (POP) at procurement@bocra.org.bw . All funds transfer bank charges shall be borne by the bidder.
Bids and all supporting documents should be submitted not later than 10:00hrs on 03 February 2022 (or such other later date as the Authority may advise in writing), at the Tender Box located at the following address:

Bids will be opened at 10:05hrs on the 03 February 2022 at BOCRA Head office. Due to COVID-19 pandemic, bidders and the general public will not be allowed to attend the opening. Tender opening results will be shared with bidders through BOCRA Website.
The BOCRA Procurement Regulations and Procedures shall apply to this tender.
Notwithstanding anything in the foregoing, the Authority is not bound to accept the lowest or any tender offer.

In pursuit of the BOCRA (the Authority) mandate for the consumer protection and implementation of Type Approval requirements, the Type Approval Verification Guidelines were developed to address the distribution, sale and use of Non-Compliant SIM- Enabled devices in Botswana. These Guidelines were developed through a consultative process and will be implemented from April 2022 henceforth.Click here to download the Invitation Letter.
The Botswana Communications Regulatory Authority (‘‘BOCRA’’ or ‘‘The Authority’’) informs the public that it has developed an online self-service platform that allows prospective and existing Licensees to apply for Radio Communications Licences (RCL’s) remotely. Applicants can access this online service platform via the BOCRA website at “www.bocra.org,bw” and explore the ‘WebCp Licence Application’ function to execute the following;
i. Submit new applications
ii. Submit applications for addition of new equipment to the existing licence
iii. View Licence
The public is therefore notified that BOCRA will no longer accept manual applications for Radio Communications Licences or for addition of new equipment to the existing licence starting from 1st October 2021.
However, application for substitution/replacement of equipment shall be submitted in writing to:
